What London schemes usually need
- Energy statement for planning, written to the London Plan energy hierarchy

The London Plan in short
Major developments (10 or more homes, or 1,000 m² or more of commercial floor space) need an energy statement. They have to be net zero-carbon and follow the energy hierarchy: Be Lean, Be Clean, Be Green, Be Seen. On-site carbon has to drop by at least 35% beyond Part L, and the rest is paid to the borough as a carbon offset contribution. Major schemes also have to show how they deal with overheating, which usually means a TM59 model.
Smaller schemes depend on the borough. Many councils ask for an energy statement or a carbon target on minor applications too. Send us the validation checklist or the planning condition and we'll tell you what you need.
The new draft London Plan
The Mayor published a draft new London Plan for consultation in September 2026. It proposes energy use targets in place of the 35% carbon cut, drops carbon offset payments and brings in embodied carbon limits. It isn't adopted yet, so the current London Plan still applies, but planners can already take the draft into account. We'll tell you if it affects your scheme.

What is the difference between an energy statement and a SAP calculation? SAP proves a home meets the Building Regulations. The energy statement shows planners the scheme meets the London Plan and the borough's policy. We do both, so the numbers match.
When should we bring you in? At planning stage if the council needs an energy statement. Otherwise as soon as you have drawings. Early SAP and overheating checks catch problems before they cost you a redesign.
